  I have encountered the same issue with Political Model income, also after getting Water Seller's Union. In my case, this was my second council position.

  I have exactly same issue. As soon as I get second council position (Council Representative in my case) - income of every resource goes out of control.

  conquest, landstrad network bonus, political model bonus. after the second charter, resources shot up to unplayable levels.
