  Same thing happening to me now. There's not button to press or notification to enter the council. I was in the CHOAM market when it started and when I closed that, the message appeared with no way for me to do anything.

  Same problem for me. Game is not playable anymore since last update. It switches to pause with first landraad council and there is no way to resume.

  Just got it and it's happening on the tutorial for Landsraad Council voting. I get the dialogue to close to finish the tutorial, and it does not continue.

  It happens when you back out of the council session without confirming. You need to go to your menu and choose the Landsraad Council option. It'll take you back in and you can confirm properly.

  Just purchased game and I have the same problem, freezes on pause at the landstraad council and it is no longer possible to unpause, not even with the "space" key.
  
  Horrible impression Dev... I see that after more than a month it still hasn't been resolved!

  I had figured out in the meantime that I have to click on the Landsraad button in the menu in the upper right side to re-open that window. That works. But I still find it very confusing that the whole game pauses when you simply close the window while you have to figure out how to re-open that window so that you can continue to play. It makes the close button of the Landsraad voting window completely useless or worse: People believe that it is a heavy bug. Especially since some players find the votings annoying, the reason why some of us try to click it away every time it pops up. The time period is too short between the Landsraad votings. The close button leaves the impression that it would be optional.

  Same issue - very first time playing the tutorial.
  
  Click Y to bring up the menu, but as far as I can tell everything is frozen within the Landsraad menu (I had already submitted my vote). Keep seeing people report that you just have to open the menu and submit, but that's the part that appears to be bugged.

  Landsraad voting screen bug for me too. I selected some votes, clicked the confirm button. Confirm button now greyed out, pop up wont go away, game wont unpause. voting permanently "underway". Y just brings the popup to the front or hides the pop up but does not close it out, so basically does nothing to solve this critical bug. Game cannot be played. Tried several times in different modes, always the same error the first time the Landsraad screen comes up.

  I just started this game, and after the tutorials I'm trying to find my feet. This Landsraad window pops up. I allocated my Votes and clicked confirm. The confirm button goes darker "locks in". But the window remains open, I can close it with escape or the close button in the top right.
  BUT, the game is paused saying a window is open. There is no window open. On my screen it says The landsraad session is open press Y to open. Pressing Y just opens an unresponsive grayed out screen and can only be closed. What a way to start this game... Other than this, the trade window saying "what do you want?" every time I open it is pretty lame. At least mute the dude after the 3rd time for a while or something.
  Is this a feature I dont understand or just a horrible bug. Tried saving and reloading, and same thing happens again after "landsraad" game pauses indefinitely.

  same. just purchased the game and im stuck after <10 minutes of playing and cannot do anything - the game is forced-paused. is there a way out of it or is it totaly broken and I should try to just refund the game?

  Had same issue, the fix is "simple": The game session is paused:
  - Close the window to vote
  - Click the "Play" button top right to resume the game
  - Press Y to show that window again
  
  Then, the tutorial will resume normally
