Conquest - Political model applying every day

Upon getting elected on a second charter, political model started applying a new stacking 10% buff every day resultnig in near infinite resources. It applies to all recources, but not to command points.
I tried Water Seller Union with every other charter and it broke each time.

I was also playing as Atreides, and it always happend after 10k Hegemony

conquest, landstrad network bonus, political model bonus. after the second charter, resources shot up to unplayable levels.

Also happened to me. After Water Seller got the Eye of the Council. Same result. Crazy growths
